Marinate chicken with soy sauce and half the garlic for 30 minutes.

SautΓ© remaining garlic in oil, brown chicken.

Add marinade, vinegar, peppercorns, bay leaves and water. Simmer 30-40 minutes until tender.

Reduce sauce and serve with rice.
